In the slow cooker, add ketchup, chili sauce, brown sugar, and apple cider vinegar.
Place meatballs on top.
Cover the slow cooker and cook on low for about 4 hours, until the meatballs are well cooked.
Garnish with chives and serve on toothpicks.
